WHAT: Rep. Clint Owlett (R-Tioga/Bradford) and Cowanesque Valley High School students will welcome PennDOT Secretary Mike Carroll to the school for discussion of a proposal to address the logistical challenges the students face in obtaining their learner’s permits. The students and their teacher, Jamie-Jo Sickler, raised the issue with Owlett late last year, prompting him to introduce House Bill 1929, which seeks to create a three-year pilot program allowing schools to administer the written portion of PennDOT’s learner’s permit test.
